The Paducah Gaseous Diffusion Plant ceased uranium enrichment operations in 2013. The D&R project includes characterizing the shutdown processing facilities to support re-categorization from Hazard Category 2 (HC-2) nuclear facilities to Radiological facilities. To support the re-categorization, there are large components that must be characterized and dispositioned at an off-site Treatment, Storage, and Disposal Facility (TSDF). Currently, the following TSDFs should be considered; EnergySolutions Clive Utah Facility, Nevada National Security Site Nevada Complex, and Waste Control Specialists Andrews Texas Facility

FRNP-TS-0004833 Landfill Construction - Landfill Construction

Four Rivers Nuclear Partnership, LLC, hereinafter referred to as the Contractor, located in Paducah, Kentucky, is soliciting a subcontract to construct phases 6 & 7 of the C-746-U Landfill. The C-746-U Landfill is an operating contained landfill owned by the United States Department of Energy and operated by the Contractor. Currently, the landfill has five of the permitted twentythree phases constructed with additional construction, approximately 1.56 acres, warranted to increase waste storage capacities of the operating portion of the landfill. The Subcontractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision to complete construction of phases 6 & 7 as defined in this statement of work. The general construction process will entail excavation of on-site soils, reinforcement of subgrade to design elevations, placement of compacted clay liner, installation of high-density polyethylene (HDPE) liner, installation/tie-in of leachate collection piping, placement of leachate drainage layer aggregate, placement of protective layer aggregate, placement of operational cover soil, and site restoration. Construction of Phases 6 & 7 will require tie-in of the southern face of Phases 6 & 7 to the northern face of Phases 4 & 5. These work activities will be performed at the Paducah Gaseous Diffusion Plant (PGDP) site near Paducah, Kentucky. Reference Figure 1 for site layout of the C-746-U landfill.  Subcontractors bidding on the work described in the statement of work shall have completed a minimum of three (3) projects related to landfill construction. Preference will be given to Subcontractors with experience in construction of landfills inside the state of Kentucky and/or DOE facilities. Four Rivers Nuclear Partnership in support of the Paducah Deactivation & Remediation project is sending this soliciting a firm-fixed price subcontract to construct phases 6 and 7 of our C-746-U landfill.  The solicitation and all attachments and specifications can be viewed at https://fourriversnuclearpartnership.com/procurement .  A site visit is scheduled for Monday, March 11, 2019 beginning at 8:45 a.m. CST.  Information concerning the site visit can be viewed in Attachment C & D.  Each individual wishing to visit must complete the SSTF-164 R1 Form and return to me no later than March 7, 2019. Due to quick turnaround, all proposals should be received on or before March 18, 2019.  If you should have any additional questions please submit to me no later than March 13, 2019 for review and response.

FRNP-HS-0004755 - Radiation Protection Personnel

  personnel in performing radiation protection related activities at a hazardous materials site in compliance with applicable Department of Energy requirements. The support shall be performed through the use of the following job categories: • Radiological Control Technicians, Junior (Jr. RCT) • Radiological Control Technicians, Senior (Sr. RCT) • Radiological Control Technicians, Lead (L RCT) • Designated Site Coordinator (DSC) The Subcontractor shall maintain stable manning levels consistent with project scheduling and funding limitations. The actual number of each category of worker needed at any given time will vary with project needs. Shifts in staffing levels may result in increases/decreases in the number of personnel; however the Subcontractor shall not be required to provide increases or decreases greater than 25% of the current staffing levels at the time of the request without a good faith notice of 30 days. The work described in this SOW is a general description of potential activities and is not all-inclusive of the activities that may be required. The general work description does not state or imply that the below listed tasks are the only duties and responsibilities assigned to the above referenced positions.
