Under limited supervision, performs Utility Optimization functions as assigned by management. Typical job responsibilities include leading the Utility Optimization Organization in managing associated projects, plans, and processes. The Program Manager will be responsible to insure that all Utility Optimization projects are cost effective and fully compliant with Four Rivers Nuclear Partnership procedures and all regulatory requirements. The specific work assignment may include duties or activities that assist and support management in one or more of the following functional areas, in addition to other duties as assigned:
•Plans, schedules and organizes Optimization projects to ensure appropriate resources can be dedicated to completion
•Acts as the Utility Optimization Control Account Manager, providing approval and oversight of cost, scope, and schedule. Reports control account performance to the Site Operations Director
•Leads professional employees in support of Optimization mission
•Provides leadership and motivation to subordinate personnel
•Maintains close working relationship with senior management and/or operational management in ensuring Utility Optimizations are being properly executed and the needs of the company and Customer are met
•Interfaces with groups inside and outside the organization, senior management, other locations, auditors and client representatives
•Develops or reviews/updates of various plans, policies or procedures, as needed
•Responsible for personnel actions and performance appraisals
•Manages all functions involved with subcontracting support from contractors and vendors to ensure completion of Utility Optimization project mission
•Responsible to present status updates to management and the Customer on project status, completion, and performance
•Maintains site optimization plans as needed
•Maintains knowledge of and demonstrates ability to perform work safely in accordance with all approved safety policies, procedures and applicable regulations and performs assigned duties in a safe manner. When supervising others, has responsibility for the safety of those being supervised and ensures they comply with established safety policies and procedures and practice safe work habits
Additional duties include but are not limited to the following:
•Assist in managing and supporting other site project areas to complete small scale projects.
•Develop and communicate Labor Standards Determination requests, as needed, to support associated projects
•Complete and implement Corrective Action Plans as necessary, and perform work within the CAPA system.
•Review and Approve of Purchase Requisitions in support of Utility Optimization projects
•Participate, or direct participation in Work Planning activities to ensure work instructions utilized on Utility Optimization projects meet the FRNP Activity Level Work Control requirements.
BS degree in a related field and 5 years of related experience, or an equivalent combination of education and experience is required. PMP certification is preferred but not required
Strong interpersonal and communication skills
Knowledge of, and experience with, Paducah Gaseous Diffusion Plant Utility systems
Attention to detail
Intermediate in PC skills including Microsoft software
DOE “L" or “Q" clearance or ability to obtain a DOE “L" or “Q" clearance
Work primarily office based but may require some work in an environmental restoration atmosphere (outdated and/or abandoned facilities). Potential exposure to equipment movement hazards, dangerous chemicals/solvents or hazardous and radioactive materials if proper safety procedures are not followed.
Environmental conditions may include weather or temperature extremes, inclement weather (such as but not limited to wind, rain, excessive heat, excessive cold, snow/ice, etc.)
Radiological training may be required.
May be required to operate company vehicle during the course of work. All safety and DOT regulations and procedures must be adhered to at all times.
