Readiness Review Program Manager/Project Support Manager

Position Overview

The Readiness Review Program Manager (RRPM) or Designee is directly responsible for ensuring implementation of the RR Program elements established by this Program Document. This includes the approval of the Readiness Applicability and Review Level Determination and submittal of the proposed type of RR to DOE as part of the Startup Notification Report (SNR) process. The RRPM or Designee is the subject matter expert supporting Facility Managers in development of documentation required to support preparation for and completion of RRs.

Perform duties as the Readiness Team Leader (RTL) whom is directly responsible for managing and conducting the RR process, including the identification of areas requiring review and the selection of the qualified Readiness Team Members (RTMs) and their freedom from a conflict of interest in the area they are assigned. The RTL is responsible for the following activities:

Ensuring that the Readiness Team prepares the Implementation Plan (IP) in accordance with the scope (breadth and depth) defined in the POA;

Approving the RR IP. Although copies are provided to PGDP and DOE line management and DOE for information, the responsibility for approving the IP rests solely with the RTL;

Executing the RR in accordance with the IP; and

Managing the preparation, approval and submittal of the RR final report.

Perform duties as a Readiness Team Member (RTM) whom are responsible for assessing the adequacy of readiness by conducting reviews in selected areas important to the safe startup or resumption of operations or activities in nuclear facilities. The RTMs should assist the RTL in the following (subject to approval by the RTL):

Defining the depth of review in their assigned areas;

Documenting the criteria and review approach for their assigned areas;

Documenting their review, findings, and conclusions in a manner specified by the RTL; and

Concurring with the content of the RR final report in the areas for which they were responsible.

Under limited supervision, performs Project Support and Manager job functions as assigned by management.  Typical job responsibilities assist and support management in ensuring all site Project Support are conducted in a manner that is safe, cost effective and fully compliant with Four Rivers Nuclear Partnership, LLC Project procedures and all contractual, statutory, and regulatory requirements.  The specific work assignment may include duties or activities that assist and support management in one or more of the following functional areas, in addition to other duties as assigned:

Plans, schedules and organizes the work to ensure utilization of employees and compliance with all contract requirements, quality standards and budgetary guidelines

Maintains close working relationship with senior management and/or operational management in ensuring Project Support services are being properly executed and needs of the company are met.

Supports Project Management Office

Interfaces with groups inside and outside the organization, senior management, other locations, and client representatives

Develop or review/update of various plans, policies or procedures as required

Interfaces with project and client management to ensure project support functions operate within project standard practice and procedures and contract provisions

Provides technical and/or functional support to the Project Support team

Perform duties complex in nature

Maintains knowledge of and demonstrates ability to perform work safely in accordance with all approved safety policies, procedures and applicable regulations and performs assigned duties in a safe manner.If supervising others, has responsibility for the safety of those being supervised and ensures they comply with established safety policies and procedures and practice safe work habits

Actively participates in Safety Work Groups

As a federal contractor, FRNP is required to follow Safer Federal Workforce Task Force guidance

Minimum Requirements

BA/BS degree in a related field and 5 years of project managerial   experience, or an equivalent combination of education and experience is required.  Typical experience ranges from 5-10 years.

Strong interpersonal and communication skills

Knowledge of and experience with nuclear facility Project Support

Knowledge of and experience with DOE nuclear facility safety including technical safety requirements, processes and reporting requirements

Attention to detail

Expert computer skills including Microsoft software

DOE “L” or “Q” clearance or ability to obtain a DOE “L” or “Q” clearance

Working Conditions

Work in an office at a normal environmental restoration atmosphere (outdated and/or abandoned facilities or industrial field environments). May also work at off-project sites representing the organization at various types of locations throughout the community for business purposes. Potential exposure to equipment movement hazards, dangerous chemicals/solvents or hazardous and radioactive materials if proper safety procedures are not followed.

Ability to perform sedentary to light work, exerting up to 50 pounds of force occasionally (any exertion of force/lifting greater than 45 pounds requires usage of a two person “buddy system”), non-repetitive, up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly, repetitive; performing such activities as lifting, lowering, carrying, pushing, pulling, standing, walking, grasping, kneeling, stooping, reaching.

Ability to perform primary office duties including heavy computer usage.

In some cases radiological training may be required.
