The Operational Programs Manger is responsible for the development, maintenance, and oversight of FRNP programs and process that drive the accomplishment of work. The Operational Programs Manger ensures that the programs are compliant with and appropriately implement contractual requirements, such as DOE orders. The specific responsibilities may include the following, in addition to other duties as assigned:
Develop, maintain, and oversee the programs and processes that drive accomplishing work, such as, Conduct of Operations Program, Work Planning & Control Program, Procedures Program, and Subcontractor Management Program.
Ensuring contractual requirements are appropriately implemented in the programs under their control.
Identification of issues relating to program implementation and compliance and the development of corrective action plans to resolve the issues.
Completes evaluations and management assessments of the programs under their control.
Provides oversight of employees assigned to their area.
Lead change management efforts to implement the graded approach and streamline programs and processes.
Maintain implementing documents, such as procedures and guides, to ensure the programs will be compliantly implemented.
Consults with FRNP Paducah Deactivation Project Management personnel to define operational issues, needs or problems.
Maintains extensive, expert-level knowledge of programs and processes under their control.
Plans and manages special program projects related to process improvement of the resolution of unique or controversial problems.
Demonstrates the ability to conceive, plan, organize, coordinate and execute multiple assigned tasks in a timely manner.
Able to anticipate and solve program problems.
Maintains knowledge of and demonstrates ability to perform work safely in accordance with all approved safety policies, procedures and applicable regulations and performs assigned duties in a safe manner.
BS degree in a related field and 9 years of related experience, or an equivalent combination of education and experience is required. Typical experience ranges from 9 - 12 years. Experience in work planning and control, procedures, subcontract management, and conduct of operations is a plus.

DOE “L” or “Q” clearance or ability to obtain a DOE “L” or “Q” clearance
As a federal contractor, FRNP is required to follow Safer Federal Workforce Taskforce guidance
Work in an office at a normal environmental restoration atmosphere (outdated and/or abandoned facilities or industrial field environments). May also perform light work activities, such as observations and assessments in an environmental restoration atmosphere wearing typical industrial PPE (safety-toed shoes, safety glasses, and hearing protection). Potential exposure to equipment movement hazards, dangerous chemicals/solvents or hazardous and radioactive materials if proper safety procedures are not followed.
Ability to perform sedentary to light work, exerting up to 50 pounds of force occasionally (any exertion of force/lifting greater than 45 pounds requires usage of a two person “buddy system”), non-repetitive, up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly, repetitive; performing such activities as lifting, lowering, carrying, pushing, pulling, standing, walking, grasping, kneeling, stooping, reaching.
Ability to perform primary office duties including heavy computer usage.
In some cases radiological training may be required.
May be required to operate company vehicle during the course of work. All safety and DOT regulations and procedures must be adhered to at all times.
