Non-Destructive Analysis (NDA) Quality Manager

This position reports to the FRNP Quality Assurance/Quality Control (QA/QC) Manager for oversight of the Nondestructive Assay (NDA) Program. Under limited supervision, performs quality assurance management and oversight of the Quality Systems for Non-Destructive Analysis (QSNDA). Typical job responsibilities are to support management in ensuring proper completion and documentation of assigned nondestructive testing and analysis in accordance with all applicable requirements. The specific work assignment may include duties or activities in one or more of the following functional areas, in addition to other duties as assigned:

Maintains close working relationship with senior management and/or operational management in ensuring NDA services are being properly executed and needs of the company are met

Interface with groups inside and outside the organization, senior management, other locations, auditors and client representatives

Responsible for planning and executing standard quality assurance techniques, standards, procedures and policies and being capable of devising new approaches to problems encountered

Performs evaluations to ensure selection of qualified NDA subject matter experts (SMEs) for technical reviews Ensures that NDA quality system characterization activities are implemented and monitored appropriately Provides oversight to ensure proper implementation of NDA measurement QA/QC practices and activities with review authority over such data and information

Assesses NDA Corrective Action Plans (CAPs) to verify implementation and effectiveness.

Provides concurrence and initial approval for NDA CAPs

Determines the severity of an issue in accordance with the appropriate NDA and QA procedures.

Approves the extent of conditions for minor issues reporting

Delegates Independent NDA SME assignments to ensure independence from NDA functions

Concurs with NDA methodologies or changes using NDA independent SME inputs. Assists in the evaluation and resolution of NDA-related quality issues such as deficiencies and nonconformances through minor issue resolution or corrective action measures, as appropriate

Interfaces with NDA Operations Manager regarding NDA quality matters such as data generation and reporting, and NDA QC methods and monitoring

Review and concurrence for subcontracted independent NDA characterization services

Develop or review/approve of various plans, policies or procedures as needed

Review training and qualification programs for NDA personnel

Review and assist with the preparation, updating, submission, and implementation of a DOE approved project Non-Destructive Analysis Program

Must be capable of understanding and evaluating NDA methods and processes

Maintains knowledge of and demonstrates ability to perform work safely in accordance with all approved safety policies, procedures and applicable regulations and performs assigned duties in a safe manner. If supervising others, has responsibility for the safety of those being supervised and ensures they comply with established safety policies and procedures and practice safe work habits

Actively participates in Safety Work Groups

Minimum Requirements

BA/BS degree in a related field and 9 years of related experience, or an equivalent combination of education and experience is required. Typical experience ranges from 9 - 12 years.

Strong interpersonal and communication skills

Proficient PC Skills including Microsoft Applications

Detail oriented

Working Conditions

Work in an office at a normal environmental restoration atmosphere (outdated and/or abandoned facilities or industrial field environments). May also work at off-project sites representing the organization at various types of locations throughout the community for business purposes. Potential exposure to equipment movement hazards, dangerous chemicals/solvents or hazardous and radioactive materials if proper safety procedures are not followed.

Ability to perform sedentary to light work, exerting up to 50 pounds of force occasionally (any exertion of force/lifting greater than 45 pounds requires usage of a two person "buddy system"), non-repetitive, up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly, repetitive; performing such activities as lifting, lowering, carrying, pushing, pulling, standing, walking, grasping, kneeling, stooping, reaching.

Ability to perform primary office duties including heavy computer usage.

In some cases radiological training may be required.
